Information Requested:

Please can you supply the following information under the Freedom of Information Act: 

  

- The Number  and names of Health Boards in Wales using  the MillCare (by Mill Systems Ltd) computer system for the delivery of Sexual Health Services in January 2023 

  

- If a Public Health Impact Assessment was conducted in relation to Mill Systems Ltd (supplier of MillCare) entering liquidation on 24.01.23, and the implications of this on the delivery of sexual health services in Wales, the management of new diagnoses and prevention of onwards transmission, and in ending new HIV transmissions in Wales by 20230 

  

- If meetings have been held with Welsh Government representatives to discuss the continued delivery of sexual health services and/or the implications of Mill Systems Ltd entering administration on population health (including delivery of the HIV Action Plan) in Wales 

  

- Documents, correspondence, and minutes of any meetings between PHW and Welsh Government surrounding Mill Systems Ltd entering administration and the implications of this for the delivery of sexual health services in Wales.

The Health Boards in Wales using the MillCare  system for the delivery of Sexual Health Services in January 2023 are Swansea Bay University Health Board and Cardiff and Vale University Health Board. You will need to contact them for any information they may hold regarding this matter as Public Health Wales (PHW) has no jurisdiction over the information they hold. A Public Health Impact Assessment was not conducted in relation to Mill Systems Ltd (supplier of MillCare) entering liquidation on 24.01.23.  PHW we were made aware by the Health Boards (sexual health services) when they were notified on 11th January. 

Welsh Government (WG) representatives were made aware through a Situation, Background, Assessment, Recommendation (SBAR) as was PHW Executive. Representatives in WG have continued to be updated as part of the overall discussions regarding the need for an All Wales sexual health case management and surveillance reporting system – as outlined in the HIV Action Plan for Wales (Action 3: A case management surveillance system, overseen by Public Health Wales, will be funded and established to support clinical management and improve shared care. It will facilitate real-time data collection and timely publication and will ensure decision makers can measures their achievements against ambitions. Timescale: Funding to be made available in early 2023/2024 with implementation in 2024/2025) 

There is an oversight group for the Action Plan and a number of workstreams along with a Sexual Health Programme Board which considers issues related to the sexual health of the population of Wales and this is informed in part by the anonymised data that comes through the case management systems including the one previously supplied by Millcare so the implications and steps being taken to remediate have been discussed in these various fora with stakeholder representation.  

 

A report to advise on the potential impact on reporting data from sexual health services and the role of PHW and this is attached. Each Health Boards held a contract with Millcare and they may be able to assist with further information. Their contact details are shown below.
