FOI 2023 130 - Vaccination Status of Recorded Cases

Information Requested:

I have a request for information regarding the vaccination status of recorded cases previously published by PHW.
The particular data set i have shows that in the age group 0-18, in the 2 week period upto 14/11/21, there were - 8942 total confirmed episodes.
The breakdown of...No dose / One dose / Two dose
was incomplete at the time.
1/ Please could you provide this breakdown for me.

In the table i attached, in the column for age group under 18, there are 4902 (over half) cases with the subject categorised as of ‘unknown vaccine status’.
I presume that, officially at least, the data was not available at the time.
So... The information i would appreciate you providing me is the breakdown of the status 8942 cases amongst U18’s.
The unknowns are normally 1-2% not 55%, the status of the 55% is what i am after.

Information provided for the answer:

Thank you for your recent request dated 27th August 2023.

The unknown status had insufficient identifiers in the case data to link to the vaccination data. So, this wouldn’t be likely to change over time.
Public Health Wales does not hold this data in the requested form. This report is no longer being produced and the two raw datasets used to produce this information are no longer linked. Although Public Health Wales hold the raw data, we have not conducted the analysis required to produce the report and answer your request. To do so now would mean creating new information which is excluded under the Freedom of Information Act.
Fully identifiable personal information is used to link the two datasets. If anonymised, they would not be able to be linked by yourself to produce the data requested. To release the raw data without anonymisation however would mean the release of large volumes of sensitive personal data into the public domain. Public Health Wales has no legal basis on which to rely to do that and so it would not be considered fair processing under the Data Protection Act and the General Data Protection Regulation. As a result, Public Health Wales engages the exemption provided under Section 40(2) of the Freedom of Information Act 2000 and this response acts as a formal refusal notice in relation to the provision of the raw data.

If you are unhappy with the service you have received in relation to your request and wish to make a complaint or request a review of the decision, you should write to the Corporate Complaints Manager, Public Health Wales NHS Trust, 3, Number 2, Capital Quarter, Tyndall Street, Cardiff, CF10 4BZ.

If you are not content with the outcome of your complaint or review, you may apply directly to the Information Commissioner for a decision. Generally, the ICO cannot make a decision unless you have exhausted the complaints procedure provided by the Trust. The Information Commissioner can be contacted at:
