Welcome to the National Safeguarding Service’s pages for Train-the-Trainer safeguarding resources — a free, high-quality suite of materials designed to strengthen safeguarding practice across NHS Wales and partner organisations.
These resources support practitioners, trainers, and safeguarding leads to embed consistent, evidence-based learning across their services. Each pack provides trainer notes, learner handouts, and scenario-based exercises mapped to:
- Level 3 of the Intercollegiate Document: Safeguarding Roles and Competencies for Healthcare Staff
- Group C of the Social Care Wales Safeguarding Training Framework
About the Resources
The Safeguarding Training Packs are designed to help facilitators deliver engaging and reflective sessions on complex safeguarding themes.
Each topic includes:
- Trainer notes – concise, structured guidance to support session delivery.
- Learner handouts – clear, practical takeaways for staff.
- Scenario-based learning – bringing real safeguarding challenges to life through professionally written and acted cases.

Each module is built around the child’s or adult’s lived experience, encouraging practitioners to maintain professional curiosity, recognise disguised compliance, and make timely, confident safeguarding decisions.

- Professionals delivering internal safeguarding training

How to Use the Resources
These resources can be used independently, or as part of a full safeguarding learning programme.
Trainers are encouraged to:
- Review the trainer notes before delivery.
- Use the Powerpoint slide deck as a format that sets the context of the videos, shares overarching aims, and provides a participant content warning.
- Download and share the learner handout as part of each session.
- Facilitate reflection and discussion to connect learning to real practice.
