Child sexual exploitation
Child Sexual Exploitation (CSE) is a form of sexual abuse that occurs in all settings across Wales. CSE occurs when an individual or group takes advantage of an imbalance of power to coerce, manipulate, or deceive a child or young person under the age of 18 into sexual activity:
- in exchange for something the victim needs or wants (such as attention, affection, money, drugs, or status), or
- for the financial gain or increased status of the perpetrator or facilitator.
It is important to know that the victim may have been sexually exploited even if the sexual activity appears consensual. Also, that CSE can happen online or offline and may involve physical contact or be entirely virtual. It often involves grooming and can be perpetrated by individuals, groups, or networks.
Health professionals have a responsibility to identify and refer children and young people who may be at risk of CSE. Health professionals can play a key role in helping and supporting children and young people.
Given the consequences for the physical and mental health of some of the children and young people who have been sexually exploited, CSE constitutes a major public health concern necessitating a systematic approach to prevention and intervention across NHS Wales.
