Capabilities and Training Framework for Inclusion, Prison and Custody Suite Health Services in Wales

This framework sets out key capabilities, knowledge and skills for multi-professional healthcare staff working with people who have severe, multiple, overlapping health and and social care needs particularly in Primary Care, inclusion health services, prison and
custody suites and in communities in Wales. Inclusion health is a concept that describes services designed for people who experience multiple disadvantage. This can include people
experiencing homelessness, refugees, prisoners and those in contact with the criminal justice system, people with substance dependence, and others facing multiple disadvantages.
Multiple disadvantage is linked to poorer health outcomes, including shorter life expectancy, higher rates of chronic illness, and increased mental health conditions.

Developed by Public Health Wales, Health Education and Improvement Wales (HEIW) and a multi-agency steering group including front line health inclusion staff and governing bodies. The framework addresses the current gap in formalised capabilities of skills and knowledge for healthcare staff that are required to care for vulnerable groups.
